Called claiming I received a $9200 grant. I would need to go to a bank or Walmart(?) to cash the cashier's check and give $200 to Fedex worker

It's legit, and associated to someone. Looks like someone is misleading people.
Received call from person with a foreign accent. Hard to understand. Said he was with the Bureau of Legal Affairs of the IRS in Washington DC. Said there was a legal case pending. His name was Michael Lee and said to call and ask for him to take care of this legal issue. Second time I received a call of this kind. The first was for someone else I knew and they needed to contact them to take care of a legal issue filed against them before it was turned over to someone else. This is troublesome that they have names and phone numbers that aren't listed in the person's name. Not sure what the scam is, but not going to respond and will block the number.
I didn't answer the phone so she left a voice mail with the same content. I thought the content was fishy so I googled and read some comments about this is a scam. I then called them back and left a message. The woman called me again so I asked her what her name was. I couldn't understand her heavy accent so I asked her to repeat her last name. She asked me "Are you deaf?" I said I didn’t appreciate her attribute and asked her from what government agency she was calling from. She said the Investigation Department. I asked her the Investigation Department of what, and she said IRS head quarter. Then she said “Ok, I will arrange to have you arrested in the next 30 minutes” and hung up.
Just rang I didn't answer now the fool is blocked
