Posing as an insurance agent with something important to say all of a sudden she goes into did you know I could tell you so and so for this much trying to sound like she's telling you something very important when you pick up the phone

This number will call me daily. I don't answer it so it goes to voicemail. You hear the same sound during the few seconds of the recording then it disconnects.

Says Spam Risk. They call constantly and never leave a message.
