Listed as Cell Phone Q - Multiple calls in a short period of time no one answers. Called the number a French than English message says it is a non existent number

Bad connection with a thick accent saying that there is something wrong with my computer

Two calls this week to my home in Ottawa. The first time I said I had no wish to subscribe to 'Le Devoir' in response to the woman who spoke in French, and requested removal from their calling list.
When I answered the second call a few minutes ago in English by simply saying "Hello", the caller did not respond, and simply hung up.

Once they have you in sight, they will call you twice a day until you answer

When I picked up the phone, I put it on speaker phone. All I heard was background noise, no-one spoke. I hung up and saved the number on my Panasonic phone as number with a Call Block. Next time they call, my phone will ring once, recognize that number is on the call block list, and disconnect the call, while at the same time showing Caller Blocked on the phone display.
