Aggressive robo caller with different phone numbers each time. Service provider must be sued.

** HEALTH INSURANCE SCAM ALERT **
This was yet another robo-call from the "health insurance" scammers. Yes, I call them scammers because they never say their name and they continue to call even after I've told them numerous times to stop calling me. The recording starts by saying "Don't hang up, this isn't a sales call" and starts a sales pitch about how I have a limited enrollment period to sign up for their plan. The recording starts the instant I pick up, before I even say hello. I've tried pressing 1 to get to a live person or 2 to get off their list, but the line hangs up before I'm connected. They never mention the name of the company or any other identifying information.
As always, they called my cell phone which is on the FTC and State of FL do not call list.
