Scam artist posing as the IRS. First clue was a robotic voice mail, secondly the caller ID if it were the real IRS would/should have indicated that. Third the real IRS would say your first and last name and who to call with an extension number. Lastly, the real IRS would also notify you via mail and give you instructions and address where you would need to go.
