After some research, it is a scam. I followed this over to the IRS treasury site to report the scam.

They said that they were the IRS and to avoid problems I should call them. I have not. Let me know if this is a scam. Thanks Julie

It is a scam. IRS does not make calls like this; they issue letters thru the US mail.
