The call stated they had a warrant for my arrest and I was being monitored to call this number before any further action was taken against me.

This is a Fraud call, don't call them back, they are not the IRS, The IRS communicate with people via letters not with voice mail.

A recording claimed to be from the IRS telling us that our assets were being turned over to the government and that we were going to be arrested unless we called them back.
