Just had this number leave a message for me to call back saying the IRS had filed a lawsuit against me 202-738-1077. This is a spam/scam call.

IRS SCAM - I called back and the Indian Gentleman that answered the phone said that he was an IRS officer by the name of Roy Jacob (not likely with that accent). When I asked him his badge number he said IRM1986. He said that the IRS had initiated a law suit against me but he didn't know my name because I didn't give to him on the call. He then hung up on me. I reported this IRS SCAM to the IRS at https://www.treasury.gov/tigta/contact_report_scam.shtml and sent email to phishing@irs.gov
