I received this message multiple times. Is there a way to report/complain this number?

Received a message claiming to be the IRS and that they have been trying to reach me and are now filing a lawsuit against me. Then they left the 202-747-2162 number for me to call. I called it and a man with an obvious Indian accent asked me for my name, my home phone number, my birth date and my ssn; I gave him my name and number. I asked for his name. He claimed to be Harry Peterson from the IRS. He wanted my personal information to pull the case file. I told him he called me; he should have the case file in front of him. I then told him I was going to have my attorney call him and he hung up on me.
