This is a scam artist. I read the comments below and noticed a common thread "COX" cable. My phone service is with COX and every since we've had COX I get dozens of Spam/Scam calls. We've changed our phone number twice and within days the scam calls start again. An interesting thing with "COX" they are NOT compatible with any robo blocking devices, so I cannot purchase a call blocking device with COX.

The guy ask if you still receive mail at some incorrect address and then ask for the last four of your social. When asked where he is calling from he asks one of the two questions again.

This was an illegal attempt to collect a debt was
already ruled by City of Phoenix Office of Cable
Services made by Cox Communications against me after I filed a formal complaint against Cox
for dangerous defective cable equipment that came
close to causing a fire in my apartment and that
Cox Communications refused to replace.
