This number calls me 4xs a day, I have reported it, I answered it once and the guy said he was from the IRS, said I needed to pay some fines, I told him where to go and hung up, reported and blocked the number, but still pops up in my logs under auto reject blocked number, never leaves a message.

Harassment! They call all the time. Never leave a message. Somehow got my whole families cell numbers.

The call is absolutely a scam. They will most likely claim to be from the IRS or the department of treasure and will then ask you for information that will be directly related to your federal identity or personal finance. NEVER five out your SSN, address, routing number, anything at all to an establishment that you don't have 100% validation for.
