Called saying I owe money and a federal lawsuit is being filed immediately if I don’t call back. They are trying every scam in the book.

i also received a voicemail from a computer with bad grammar, saying the US govt is investigating me and my family for fraud and that they have tried to contact me previously about this and now their "department" is going to file a lawsuit against me.... with all the protection of privacy rights nowadays there is no way in hell a government agency would leave that kind of information on a voicemail message....
