I just received the same message today!
Received the same call today too. (IRS filing a lawsuit.) Pretty sure the IRS would make notification via certified letter, or via courier service. A vague yet urgent phone call? Not so much.

Received a call and it was a recoding. It stated that it was the IRS and they were filing a suit against me. Clearly a hoax.
