Credit Card Services - lower your interest rate

The call just has tones, but if you call back, they ask for your credit card numbers (I did this last time they called; I couldn't manage to call back this time), saying they will lower your monthly payments. Seems to be some sort of identity fraud scam or something.

These are two of the exact messages left on my voicemail:
“It is urgent that you contact us concerning your eligibility for lowing your interest rates. Your eligibility expires shortly so please consider this your final notice. Press the number on your telephone now to speak to a live operator to lower your interest rates.”

“…interest rates to as low as 4.9%. The federal reserve ha s just lowered the interest rates as a stimulus to help the economy. In order lower your credit card rate you need to respond immediately before your eligibility expires. press one now to speak with one of our customer service agents.”
