Claim to be the IRS

Missed 2 calls on June 24, 2016 so I returned the call today June 27, 2016. An officer named Jack Brown with a very thick and unintelligible accent claiming to be from the IRS claiming that I owed them $10,500 and if not paid I'd spend 5 years locked up in jail. Very rude and persistent, addressing me as 'lady'. Wouldn't allow me to speak with someone from his senior department until I started asking some questions of my own. Call ended with me hanging up. I've heard about these scam phone calls but I'm curious if these fakes are being pursued. You can hear all the other voices in the background like you would with a telemarketing call. Speak up people and try to report these kinds of scams.
