Just got a call from these people how is this not illegal

It's a Scam people from the middle east (with voices from India or some place near) are calling saying: they calling you about a US Government Grant that you never have to pay back and Give you this phone number and a code to see of you will pay $250.00 in order for them to process your either gift card or western union and you will receive the $9,000 plus the $250.00 you give them. And then your SCREWED!
