This number called my cell phone, all I got was a "Missed Call" because I have no ring tone set for anonymous callers, so I won't even be bothered by it ringing and I don't have voice mail for the same reason, not to be bothered. So, of course I don't do something stupid like calling the missed number, that's like replying to SPAM email, it let's them know they found a real person.
