referenced my credit cards and offer to lower rates. Hung up when I asked by they were calling when on do not call list. I called back and received an automatic message offering to remove my name from call list but expect delay

They say that they "work with over 200 or 500 banks such as Bank of America and Chase, and can offer you lower interest rates on your current accounts" (not with a new account). They ask similar questions:
1) Do you have current balances of at least $5000?
2) Are all your cards in good standing currently?
They have called me twice, and playing along, I went through the phone menu system.

I asked them why they needed my account numbers, and if they are working
with banks like mine, why they didn't already have my information. Click, hang up.
