These people call me every 2-4 hours, on the nose, pretty much. I know it's the same caller because it's just too coincidental that I'd get calls every two hours like that.
They're getting better at getting around call blocking software, or so they think. They are now spoofing local numbers in order to avoid area code blocks, but they are still failing. I never get any notifications or interruptions, because I block ALL calls that are not in my address book.
Phone companies could stop robocalls if they wanted by just requiring some sort of authentication similar to a captcha that would confirm that it is a live human being calling. Audio captchas DO exist. The blind use them all the time. Actually, call blocking software on the consumer end can do that.
