Comes on the caller ID is US Treasury and I block it and it comes up again on another number

This is the voice; mail number that is being left. They call from several different numbers, but this is the number on voicemail. When you call, it asks for a password, but an operator is always busy and there is no company given. Tired of all this, Can't block the voice mail or AT&T tells me all voice mails will be blocked. What do we do?????
