phone rang, caller ID said (214) 997-0067 but no one there. I called them back, but the phone number "was not in service" How do you get a call from a number that is "not in service"?

They call my phone about 3-4 times a week. when I answer the phone it hangs up right away. When i call the # back it is a dial tone... Soo ANNOYINGGG!

No possibility to put phone number on do not call list. Only if you speak with operator.
To speak with operator you should answer lots of questions. Which you definitely do not want to give this spammers.

They wake up my wife with newborn baby every morning...

This number calls me and then when I answer they hang up!
