The number you are seeing is a Boost Prepaid Phone thru the parent company Sprint. The company is using VOIP and having that number show up on your Caller ID. That's why when you attempt to return the call its busy.

recorded msg said I could reduce my interest rate & to press 1 to talk to specialist. I pressed 1 just t/see what they'd say. Wanted my cr card # & I said no, then xferred me to someone in "Account Service" where I told the woman to STOP CALLING ME. DO YOU UNDERSTAND ME? She hung up on me.
