Crdit Card - Lower interest rate, etc.

They claim this was the second notice from my credit card company that they could lower my rates. The name of the company was not provided, but I am sure I have no business relationship with the company. I believe this company is attempting to commit FRAUD by trying to extract personal information that it can use to commit identity theft. The pre-recorded message provides no opt out option. When I waited for a live operator, and I asked at the beginning of the conversation who I was speaking to, they hung up the phone immediately, thereby denying me the opportunity to find out who they are and to opt out of these calls. This is the 2nd time in 2 days they have called and hung up when I tried to talk to them. I also reported yesterday's call.
