The guy started off in the phone conversation asking, "if everything was alright", claiming to be from the "Illinois State Police". After saying yes, he asked to send out a sticker and to pay $250 for it, i said no, then he mentioned a sticker for less money, I said no, I don't wish to spend any money today, and he hung up afterwards.
