I have also been harassed by Card Member Services -- the phone numbers come with all kinds of identifiers. They are normally 800 numbers although today I got one that was identified as LA, USA and had the number 1-225-523-0870. I finally got a live person on the line and told him I was extremely interested in having my credit card rate reduced. I asked him what Card Member Services is. He said it is affiliated with Visa, Mastercard, American Express and Discover and they qualify cardholders for lower rates. He asked me which card -- I said Visa. Next: He wanted my current rate. I told him 12%. Next he wanted me to read the name of the 1800 number on the credit card. I did. Then he wanted the expiration date on the card. I told him a date. Then he said in order to qualify me to save the money I just needed to read off the 16 digit number on my card. I asked him just where this company is headquartered. He said they have offices all over the US. He hung up.
