Keeps calling and when I call back, no one

Said they would be able to lower my credit card interest. When it ask to press one to speak to someone. A guy aswered. I asked who are you and why you calling me? Then I was hung up on. Tried calling back but its not a incoming line. Spam

Called around 230p Chicago time, didn't answer they did not leave a message. So not important and on my block list.

Called me at 1:58 pm central time. I was on the phone, so when I got off I redialed the number. Was told by a recording that this isn't a working number. If it's not working how did they call me!!
