Lower credit card rates. It's a scam to get numbers. The calls come from different numbers sometimes 5 times a day. It's been going on for a couple of years.

They state that they are "card services" and provide a lower interest rate by selecting "one" on your phone. When a person answers, I asked what was the name of the company and they hang up immediately. They have called numerous times from different phone numbers. Some times they state that they will take my phone number off of their call list (but never do). Most of the time if you ask any question about them, they just hang up.

I have received more than 400 "lower your credit card interest rate" calls on my unlisted - Do Not Call registered cell phone. They are now calling 4 to 5 times per day. These calls have been increasing ever since the FCC has taken action against the 7 robocall spammers.
Slapping them with a fine that they do not have to pay isn't going to deter them at all. You need to go after them in CRIMINAL court for the advance fee fraud and the identity theft.
