It talks about credit card security or protection or something like that.

I don't have any credit cards. I haven't since mid-2010 when I filed bankruptcy, and I haven't applied for any. There is no company identifying info given in the message. These people are either scammers or paid nuisance callers. I generally get a call at least once a month like this, I haven't tracked whether they are all from the same number, but the recording is always the same one.
