Spam robocall - recorded message saying “to be added to our do not call list press 1.” I get this same recorded message from many different numbers. Why can’t they be stopped???

Several times a day. Leaves a message saying "to be removed from our calling list, press 1 now". I am on the Do Not Call Registry and I also have this line blocked.

every time they call I use a blown horn that has a siren noise on it and it is very loud they hang up quick
