This is a major scam. The offer is to lower your interest rate on your credit cards. Once you speak with them and give them your card number, expiration date and security code, you can expect to see thousands of dollars in charges on your card. Since you provided the information freely, you are fully responsible for "all" the charges and will be turned over to a collection agency and reported to the credit bureaus. If you lost or had your card stolen, you're responsible for only $50, but are responsible for all charges when you give someone the card information.
