"Rachel" called to offer me lower my interest rate on my credit card. I get at least 3-4 calls from this number a week. When I tried to talk to a rep and get my name of of the call list, they hung up without a word. The call was a recording so the name they presented is obviously fake.

The pre-recorded message says: "Hi this is Rachel with Cardholder Services, calling in reference to your current credit card accounts. There are no problems currently with your account. It is urgent that you contact us concerning your eligibility for lowering your interest rate to as little as 6.9%. Your eligibility expires shortly, so please consider this your final notice. Press the number 1 on your telephone now to speak with a live operator and lower your interest rates. Thank you."

When I press "1," the operator says, "Have you called to lower your interest rates?"
