It's definitely spam. I want to point out also that the IRS never calls you, so when you answer calls never say "yes" to any telemarketer. They are recording you "Yes, this is George" They loop the audio so the yes is where they want I always say "Who are you?" They get frazzled when they don't get that "yes" right and tell them "I am going to shove what ever bulls*** up their a** ." Never, ever say yes. If you say "no" three times, they are supposed to end the call. If not, report them for harrassment

Nuisance call. You call back it is a busy signal.
