Run of the mill scammers. Don't make the mistake in providing your phone number, even a cell one, to anything online unless you're sure of who you're giving it to. Getting unwanted calls, even if you end up blocking, is far more irritating than getting spam emails.
Anyway, someone must have provided my number to one of these sites, either my mistake or as a prank, because all of a sudden I began getting calls multiple times daily, whereas before, only from contacts and the rare wrong number.

I would sometimes answer an unrecognized incoming call innocently enough to let them comfortably give their pitch, then change my tone once I knew they were up to no good. Sometimes, on a whim, I'd irritate them enough that they start spewing profanities or question my parentage... affirming to me that this is probably not part of typical "IRS" or "Dept. of Treasury" training! :)
