this turned out to be a robocall from 'cardmember services,' with a 'very important' message about reducing the interest rate on my card. all i had to do was press 9 to speak to a real person. i pressed 9 and then hung up. i haven't used a credit card since @ 2003, and my debit cards don't charge interest.
