This is a scam caller. They tell you that you won some random thing from some random store or a vacation trip to Hawaii and then ask you to pay shipping and handling for the prize. They ask for credit card numbers and checking account information over the phone without telling you who they work for. Someone else who got called by them where told that they are in Libia. The area code is for Wilmington, Deleware. If you are dumb enough to give them your credit card number, you are probably in a ton of debt by now.
