Then have called numerous times before. I listened to most of the message once. It said they offered a way to lower my credit card interest rate and then if you hold on they will transfer you to someone who can help. Couldn't get hold of a live person to tell them to not call.

It's a call from "Cardholder Services" - an organization to which I have no prior relationship. I believe it's a scam. One time I did engage with the caller to figure out what they wanted, and they wanted me to switch over my debt to them and make payments to them. However, the process would take a few months, but I should start making payments right away. I did a search for this online and found many other people describing the same situation, and many of the reports suggested they were scammed out of their money. I made a call to my credit card company to see if this was a program they participated in and they told me that it was not. I get a few calls a day, about 6 days a week. The number changes periodically, but there are several numbers they call from.

An offer to lower credit card debt. This is quite obviously an illegal attempt to obtain credit card numbers.

Reducing your credit card interest rate.

It says "That I qualify for lower rates on my credit cards", but doesn't mention who they are beyond "Card Services". As soon as I ask them who they are, they hang up. When I tell them not to call me and remove my number from their database, they hang up. It's a fraudulent phishing scam.
