Message was from "Card Holder Services" advertising the availability of lower rates on my "credit account": "This is a message from card holder services. Congratulations, your credit account is eligible for a lower rate..."

Menu options provided allowed pressing '1' to speak with a rep, but when I did this the call was disconnected.

Calling the number from caller-id (303.249.9700) provided the following message: "the mailbox belonging to 'department' is full and cannot accept new messages".

I was unable to request a specific DNC add for my cell phone number.
