Spam trying to get personal information from elderly. Isn't that against the law???

Roy as he called himself keeps calling me with the Blue Cross / Blue Shield Con-Game! He also gave me a call back number of 888-630-2583. Explained to "Roy" I'm not falling for his con-artist scam!
Asked about my blue cross/ blue shield insurance, I do no have blue cross/blue shield. Asked me to verify my address. She seemed to know my city and state but I refused to verify that information. I said no. They kept saying "hold on" then putting another female on the phone, both with very heavy accents. They said they needed verbal verification that I received their message. I think they were looking for me to say "yes" when I insistently said, "no, no, no!" She said her name was Kathy James or Kathy Jim. Then she abruptly hung up on me. I called back and line was disconnected.
We got a call from them today saying they were from Blue Cross Blue Shield and they were asking all types of personal information and I said ...you already have this information and that this must be a scam and to never call back again..we hung up and right away they called again so we told them we were going to report them and they said we would lose our health insurance and I said that is you know what......and we are going to report them so they finally hung up.
