Never leaves message. Not important as I do not answer unknown calls

Someone calls me 2-3 times a day from numbers all over the country. I do not answer unknown numbers. But, this is so constant, I began calling back and the same woman answers after some static and background noise. They never leave a message, so I do not know why they are calling. This is harassment.

When I answered she said it was Valarie on a recorded line when I told her great she would be recorded as well she said "goodbye"
