Called and left a message but no voice on it. Called the number back and it didn't even ring. Just silence for about 35 seconds before I hung up

Received call from this number to my mobile phone. I answer the call but would not say hello and just wait. After like 10 seconds a recording said I filled out something for a cruise. I hung up and set my phone to block this number in future calls.

Also someone called me this morning at 10:45 but could not answer and call back thinking maybe it was my bro lives there in Chicago but nobody answered I think it's a ghost number :O...
