Here is a suggestion to everyone. There is a free application called youmail that can act as your voice mail in place of your regular cellphone voice mail. The good thing is that these type of calls can be ditched along with any other calls you no longer wish to receive. I have used this for years and its the best thing I have ever used. I am not affiliated with this company in anyway. Just passing along something i have found very useful plus its free

Got a phone call from a number that I don't "know" or recognize.
I didn't answer, but looked up the number here.
They left no message.

I am on the National Do-Not-Call List,
and have been for over a year now.
(I guess this is our government at work for us.)

I'm going to http://www.fcc.gov/complaints
and see if that can get the government
to work for me.
(Yes I will go through all those steps.)

Lower interest rates on Visa card. I have complained about these same calls before. Why can't anything be done? These calls use minutes I have to pay for. If I don't answer the call, a message goes to my voice mail and then I have to pay for that. This isn't right and I hope something can be done. I wonder what good the NO CALL list is if solicitors are allowed to keep calling and costing me minutes/money.
