Appears to be a solicitor. No message was left when they called and when I called back, it was a mailbox named "Service" and no option to leave a message. Scam/telemarketer?

The call's pre-recorded message offered me a lower rate on credit cards provided I have at least $3,000 in debt. I believe they are advertising a loan instrument of some kind.
