Called me and would not speak when I answered. Typical dialer program call, they call multiple numbers and take the first one that answers which gives the rest a dead phone line but takes several seconds to hang up.

This is a :Pain In The As* call and we get them all the time and have for years since they shut down the 800 number telemarket several years ago. We get calls to upgrade car warranty and credit cards on a daily basis for the past 5 years here. Maybe the new administration will take steps to regulate the telemarketing industry so they can only call people between certain hours and have to have a request from the person they are calling before they can legally call you. These calls are as annoying as the bombardment of advertising in the media and the internet ads on every freaking page of the internet.
