Foreigners (heavy accent ) says I owe $10K in back taxes, from 2012 to 2014, TO IRS.

I said i only have @ $600. He said that would be enough $ to clear up my account. AND, he could stop the ARREST WARRANT THEY HAVE OUT ON ME. He then told me to go to Walmart parking lot and he would walk me thru process of sending $.
I said WM is @ 30 minutes away. He said he could stay on line. I said I don't have very many minutes on my phone. HE THEN HUNG UP.
