they called my number @ 9:52 a.m. the call had a foreign accent i asked if could get the name and of the business she said excuse me? they hung up on me i'm going to file a complaint against them

I returned the call and they charged 1 dollar for first minute to this business. I heard a business greeting by a business and hung up. Most likely a charity but to charge a dollar to call the number looks like a scam.
