This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They fail to have an operator on the line when the call is answered, further violating the TCPA, and the yet further violate the TCPA by playing a recorded message without an operator on the line. When you do get to an operator, the operator violates the TCPA by refusing to provide a non-toll-free phone number and address when asked, instead hanging up. Their recording states that the scammer has been monitoring the victim's credit card balances and transactions, and that the victim has been qualified for a government mandated reduction in credit card debt and reduction in interest rates. This is clearly a scam as the operator has no information about the victim's cards or transactions. Do not provide this scammer with any personal or financial information!
