They say that they are the IRS, that they have repeatedly tried to get in contact with me, and now they are going to sue me. This is the third time they have left that voice message on my phone. It seems to be set up to leave messages rather than to cause my phone to ring. When a friend calls them back from a different number than the one they called me on, after a pause the message says that they don't have that humber in the system and they hang up.
