No call control did not block this app which is supposed to be blocked

The guy I spoke with was very rude. After requesting my number to be removed from the calling list; he told me "no." I asked to speak with his manager; he again told me "no, she is busy." I said I don't care I will hold for her and he again told me no. I told him that if they continue to call; they are harassing me. He again said that no he is not. I said yes you are and to remove my number. He again told me no. I told him I was ending the call, hung up and blocked the number.
