They are trying to sell you a service to lower your interest rates on your credit cards. When you ask for a return phone number they will give you a fake number that goes to a recorded message about online movies or something else. They will keep on calling and use different numbers because they will spoof there number.

"Congratulations..." etc. If you call the number back (Washington state area code) you get a generic message thanking you for calling back and giving you the option of opting out of further calls from them. Thanks, but my number is already on the national Do Not Call List.

The representative promises to lower credit card interest rates on existing accounts. They ask personal information first to verify who they are speaking with, then they ask for your credit card information to "verify" your accounts.
