This is a spoofed number and is nothing more than a voice message about winning money or you're approved for money. It will say press #1 for the money or #9 to be deleted from call list. Neither number actually works, this is someone who gets great joy from calling people early in the morning.

Left voicemail stating that I was approved for a payday loan. I have never applied for a loan.
